Staying Reliable Through the Southwest Power Pool
What Is the Southwest Power Pool (SPP)?
The Southwest Power Pool (SPP) is the regional transmission organization (RTO) responsible for keeping electricity reliable across a 14-state region that stretches from North Dakota to the Texas Panhandle — including the area served by Alfalfa Electric Cooperative.
SPP operates as our reliability coordinator (RC) and balancing authority (BA). In simple terms, they ensure that electric supply and demand stay balanced at all times — keeping the regional grid stable, reliable, and ready for anything.
Constant Planning for Reliability
SPP constantly monitors weather, power plant performance, and energy use across the region. They make sure there’s always enough additional power “in reserve” to respond to unexpected events such as severe weather, fuel shortages, or equipment failures.
Advisories & Energy Emergency Alerts (EEAs)
From time to time, SPP issues advisories or alerts when conditions may affect energy supply or demand. These notifications allow utilities like AEC to prepare and keep members informed.
- Advisories simply signal that the system is being operated conservatively. No public action is usually needed.
- Energy Emergency Alerts (EEAs) are issued if power supplies tighten further. At these times, members may be asked to voluntarily conserve electricity to help prevent service interruptions.
SPP Reliability Levels
The following summarizes the stages SPP may declare, listed in order of severity:
- Normal Operations: Supply and reserves are adequate.
- Weather Advisory: Extreme weather is expected in SPP’s service area.
- Resource Advisory: Severe weather or forecast uncertainty could impact supply.
- Conservative Operations: The grid is being operated cautiously due to potential risks.
- EEA Level 1: All resources are in use; reserves are tight.
- EEA Level 2: Energy supply may not meet full demand; conservation is encouraged.
- EEA Level 3: Controlled service interruptions (rolling outages) may occur to protect the grid.
- Restoration Event: Efforts are underway to restore service after a major outage.
